关中天水经济区批复 [关中-天水经济区生产要素市场化配置研究]

摘要。改革开放以来，我国生产要素领域的市场化水平远远滞后于商品领域的市场化水平。关中-天水经济区经济要实现持久快速健康的发展就必须抓住西部第三个十二五发展规划的机遇，加快要素市场的改革，实现市场化配置。
