中国社会保障制度改革中的公平与效率问题

公平与效率既是一个重大理论问题，又是一个重大实践问题，两者是相辅相成的辩证关系。在社会保障当中，为了平抑立法滞后、区域差异带来的负面影响，克服社会保障制度公平性与经济增长速度相悖现象，必须关注社会保障公平性。有鉴于此，应实行兼顾公平与效率的发展战略，实行以人为本的公平与增长并重的发展观，促进经济社会和谐发展，提高保障水平，转换保障策略，加大保障力度。社会保障制度既要体现公平，又要体现效率，公平与效率是贯穿社会保障制度发展过程始终的两大基本原则。我国现行社会保障制度还不完善，存在着不公平和低效率问题，迫切需要通过深化改革来更好地实现公平与效率相结合，最终为提高中国社会保障水平打好坚实的基础。
